Also speaking of porting,I’ve heard there is a vita port of gta vice city I think,could that be ported to 3ds

Short version. Source code (whether leaked or regenerated, the latter likely not happening with something this new) makes this sort of thing 1000x easier, though still by no means easy.
Without source code you get to recreate the mechanics with observation (hard but legally less tricky) or disassembly (still hard but quicker and more legally dubious), something that typically takes years even for old and somewhat simple games, never mind relatively current 3d ones with a fairly in depth physics engine underneath it all/as a core concept in gameplay. That is also just to get to a PC port, aka a system where you have essentially unlimited resources, and to then take it to a 3ds (where your resources are decidedly more limited) is a whole other feat of coding.

But so can gta 3 from the vita port get ported to 3ds?
If you don't know it, porting any game from a (origin) system to another (destination system), in general, implies to have access to the (original) source code and later adjust/modify/translate that code (based on libraries) to a set of instructions/routines so that the destination system can understand and execute them, and then (re)compile that new adapted code on an executable filetype for the destination system

So, if not so easy as just asking for (When will be/Could someone) port(ed) X game from Y console/system to this another Z console/system, please? (Having in account the differences between hardware architectures for each console/system too)
