Hacking Savegame Manager GX locked vWii

Asking for a friend,
Is the lock icon at the top of the screen associated with parental controls? Since it asks for a pin when the console is locked, I'm not sure where or when this pin was set. Also, is there a way to bypass or change this pin if the user has forgotten it?
