Not sure if this is right place to post but feel free to move if not

i was given a wii u by a friend and it has 2 locked nintendo accounts and a parental pin
obviously hes forgotten the relevant details and pin but when i try to add new user and input parental control it does not give me the i forgot option thus meaning i can not generate the enquiry number any ideas what i can do about it?
