Homebrew Anyone know how to make a .moflex file?

If I recall corrrectly, you'd need an application from the SDK, and due to the copyrighted nature of said application, we can't share it here. You'll likely have better luck on a certain ISO site.
I catch your drift. I've been there before, too. you can even find a working .cia of microsd management from a n3ds, and it works on the o3ds. wow.

Also, I can't even FIND the encoder thingy, plus I heard it needs a multicore processor, which I don't think I even have..

You very likely have a multicore processor. Most computers built within the past decade will have one. Just check if you have 64-bit Windows installed.
 
You need to download the Nintendo Dev Interface, a free app you can use. You need to make a Nintendo Developer Account in order to download it. Follow the instructions from the docs, and you'll be set. Everything is basically free.
