It means Microsoft knows almost no one uses the app.

There is an audio CD app on the Xbox One. How many people you think are using it? It's still available on the marketplace (it's free). Probably they found a vulnerability on the file explorer app. Besides there are other file explorer available on the Xbox One.

More than likely it’s because they don’t like how people use it or like you said there might be a vulnerability if people are only using it when it comes to running emulators I’m sure Microsft is aware.
