Right now, you will play with normal mk7 players in normal tracks. You have to use custom communities.

Umm 2 things:
1. Where does the Rainbow Road track in Rainbow Cup pickup the BGM from? I have redirected the BGM for Rainbow Road in the Special Cup using the musicSlotsUser.ini file but the track in Rainbow Cup doesn't seem to pick it up. Does the BGM for that one point to the actual game's RomFS? If so can I make it point to the musicSlotsUser.ini file?
2. Did you change the rival order of this game? On normal MK7, I usually have Bowser and Rosalina behind me (while I play as Metal Mario), and here in CTGP-7 the rival order seems pretty random?

1. As I read your post I realized it's a bug. The plugin takes the szs name and compares it with the list of tracks. Since they are the same it stops in the original rainbow road and doesn't search further. (I'm not gonna fix it as it will disappear in 1.0). If you want, you can put the file in the gamefs/Sound folder.
2. I didn't, there is a table that determines your character "logical rival" so it is behind you in all the tracks. It may also be save specific so that's why it's different.

Last time I had this hack, it would cause games that are more intensive (Super Smash Bros 4, Captain Toad, Super Mario Maker) to crash upon going to the home menu. I think it had something to do with a plugin. Has this issue been fixed?

That bug will be fixed in 1.0

I always found it unusual that Mario Kart 7 didn't have a vs mode for single player. Being able to change the rules, I was able to add many more hours of entertainment to the series than just playing Grand Prix or the less than satisfactory battle modes since I'm usually alone or in a situation that doesn't let me play online.
That said, how difficult would it be to add VS to single player? Could it be done?

Pablo MK7 has stated before that simply grabbing the muti player vs and adding it to single player menu does not work. There would have to be another method of doing it.

This would be the biggest addition to the mod... jesus Nintendo could in theory even patch it in (like they patched OUT the shortcuts on Maka wuhu) but they are lazy and this game (while still very popular) is too old to warrant updates

Not possible, the character only works in the slot it was designed for
