I need help soft-modding my Xbox 360 S.
All I want to do is to be able to rip Dragon Ball Xenoverse so I can make mods, then I want to use those mods.
Can someone give me a step-by step process for how I should do this?
The only threads that I've been able to find are about JTAG, which is not what I need.

If I soft-mod my console, will I still be able to connect to Xbox Live?
If not, then I will get another Xbox 360 that I can soft-mod.

Xbox 360 Model Information:

Xbox 360 S CONSOLE
MICROSOFT CORPORATION, Model 1439
2012-08-16 :Service Date

I wouldn't mind having a double NAND.
YES, I know how to solder.

there's no soft mod for the 360. there's running cfw on the optical drive, but you can't mess with the files. jtag rips is what you'd want, but messing with those files will make the game unbootable. you've destroyed the security sectors then.

Do you mean on the console's NAND or do you mean the files on the JTAG/RGH backup?

Edit:
Should I try flashing my DVD-RW ROM Drive to play Xbox 360 discs and then just use an emulator instead? (Such as Xenia)

jtag rips are extracted game files (ones you're likely going to need for modding purposes). you can't turn it back into an iso once you've extracted the game due to security sectors and padding. you can install cfw on your dvd drive, but note you'll have to use iso files, so jtag rips won't work.

So how can I go about modding my game?
Is there anything that overwrite's the game's files during play?
(Such as Riivolution for the Wii)

Is there a program that lets me extract the iso, and then edit another iso with my modded files?
I'm trying to make a Dragon Ball Xenoverse mod.
I want to make a Masted Ultra Instinct Goku mod that replaces Super Sayian God Goku.

I want to know your opinion on this.

THERE IS NO SOFTMOD FOR XBOX 360 THERE IS NO WAY TO RUN HOMEBREW WITHOUT OPENING CONSOLE, YOU WILL HAVE TO RGH AND SOLDER TO YOUR MOTHERBOARD, END OF STORY, there is no program or file that will "jtag" your Xbox via USB this is impossible and anyone who claims is probably giving you a virus

That is not what I'm trying to do.
I'm NOT trying to load USB backups.
I want to MAKE and USE mods that are APPLIED DURING GAMEPLAY.

Similar to Riivolution, a Wii program that allows you to load and overwrite files from the SD Card using during gameplay, allowing for modifications.

There's no way to do that without a JTAG or RGH. I think you can use modified ISOs with the dvd drive cfw but you can only modify game assets since they aren't signed. Modifying any executable won't work. The DVD drive hack is the easiest to do if you just want to mod asset files and don't care about homebrew but you'll still need to open the console to connect the drive to a pc. Alternatively you could rip the games using the xbox (you can do this by clicking Y on the dashboard and then installing it iirc) and then extract them to a pc using Horizon and a usb stick. If you do it that way you wouldn't be able to use the mods on your hardware though so you'd need to use Xenia to test them which is quite buggy at the minute.

The only mods you have access to are save game mods without rgh or jtag

What you are asking to do requires you to be able to load backups since you'll need to change the files inside the structure of the game. The only way to do this is to change the files that are stored on the disc. Game consoles do not, will not, and have not ever allowed for mods or things like that to be loaded externally (likely due to the possibilty of finding exploits which would lead to CFW and mods etc).
You would need an RGH or JTAG'd 360 to load those files as it wouldn't be signed and wouldn't load otherwise.

if you modify the dvd drive's firmware, you can sign in, yes. they used to have tons of ban waves, so c4eva made the firmware more and more difficult for microsoft to discern legitimacy. I haven't heard of a ban wave (a new one) in years, so I guess microsoft gave up.

afaik, you still can't sign in with a jtag or an rgh. you'd be banned almost instantly. however, I noticed that dashlaunch this time around contained a stealth plugin for some reason. I haven't kept on top of things with the 360 for a while, so maybe there was a breakthrough.

I don't mind opening up my console.
I actually have to open up my console, since I forgot to screw the top and bottom
of the metal inside back together when I cleaned out a few months ago.

My Xenia is missing vcruntime140_1.dll
Do you have a download?

I'm not sure but I think you're missing the visual studio redistributables
https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
Get either x86 or x64 depending on what build of xenia you're using.

I'm not sure what's causing the error with extracting files. You could try modio but I don't know where you can find a copy now that the game tuts forums have shut down.

The install path for what? If you're asking about the visual studio redistributables just running the exe Microsoft provides and leaving the default settings should be fine.
It doesn't give me options, it just asks me to agree to the terms and click install.
