ROM Hack Getting .Bin files instead of folders needed

I've done this before but I cant remember how to fix this issue.
when using the "PackHack" folder (from Asia81) to extract ExeFS and RomFS from pokemon Ultra Sun, instead of a RomFS folder, it gives a bunch of .bin files. "DecryptedRomFS.bin" etc.
how do I get it to give me the folders with the actual files.

I've had this issue before but i cant remember how on earth I fixed it.

everything is decrypted, I've tried both version 9 and 12 lol

I bypassed this issue by mounting game .cia in Godmode9 on 3DS.
