There are various theme making tools around, I would recommed to use this:

https://gbatemp.net/threads/release-usagi-3ds-theme-editor-net-library-testers-wanted.412233/

But bear in mind that the animattion I mentioned will only move when you scrooll through your apps in home menu, and is frame based with a limit, so you have to figure out how you sort each frame and how to edit it in order to work as you wish.
oh i see ... last question then is it really worth the effort or are they pretty much lame ?

I reccomend you to download pre-made ones before anything, you can do it with Anemone, but again, the majority of them are not animated. In my personal opeinion, is only worth it when you like and know what you want to achieve. For example, it adds a nice touch to 8-bit themed games, as you can insert sprites for moving chararcters and it will look as the real deal. But if you want higher quality animations, then is a no go.

You mean something like the default plain-color themes? Is possible to make custom ones like those, but IDK if that theme format has been reversed already, as there are official themes that use this format, such as MoodMatrix from Ace Attorney and one from Monster Hunter. Also, in japan, more plain colors where added, If I remember these where magenta, cyan and cynamon.

Japan themes use the same formats as western ones, they just got more variety and beauty themes.
Here is an example of animated bottom screen, but the top is a plain image:

And here an example of top curved and animated, it has the bottom screen frame-animated as well:

Yeah is easy to install them, but as them are oficial theme released by Nintendo, I cant link them here, so Google is your friend. These come in pakages with 50 theme each and are in cía format, and you can select them in the theme menu in the home menú itself.
