Is there any way to do that now?
Has anyone ever implemented it? If not, then oh well. I don't really have hopes this will ever be a thing since the 3DS scene is dead.
But if there is, then which homebrew can be used to do this? Would be really good to use this for camera control in certain DS games.

Nope can't be done and the 3DS "Scene" is not dead

It'll still be digital 4-way control, you won't have the analog control that you'd expect from the C-nub, so it might actually be worse than just using ABXY. Trying to use analog controls to emulate digital ones rarely works well.

Looking at the discussion here it might be possible to pull off mapping the touchscreen to the c-stick nub. They talk about the c-pad, but Sono mentioned before that the c-stick could be directed to send input to TWL mode in theory as well. Wonderful speculation for the likes of Metroid Prime Hunters!

That might actually work great. RetroArch has a setting that works very similar to this "Pointer mode for left analog" or "Pointer mode for right analog" that would give you an idea of how it would work with the C-nub.
Though additional patches may be needed for some games to work well with it, like games that don't use the center as the origin but instead rely on swiping, like Super Mario 64 DS. Such a patch exists for that game (just realized that that's mentioned in the very post you linked as well) but I don't know about any other game. Geometry Wars uses center as origin IIRC so that game should work perfectly.
