Homebrew Streetpass Mii Plaza deleted... oops...

Yeah so using FBI and some fun stuff I completely deleted Mii Plaza. Like... all the way. And now my 3DS won't download it back with a system update. Plus, my NAND backup disappeared when my old computer died... sooooo.... any help?

I thought it was downloadable from the eShop. Have you checked there yet?

Yeah, the update is. It doesn't do anything special if the Mii Plaza is just gone in general tho.

there are updates from there. If not your gonna need to use google to find it.

Even better, I have a New 2DS XL that I can copy files from. Which files should I copy?
 

So I found my backup from previously. I used it to download Streetpass Mii Plaza. The actual app works, but it appears on the homescreen as a black icon. Anything I can do to get it back? Maybe I deleted the icon previously, so all I'd have to do is find the file on my backup and download it, but I don't know which file.

Cthulhu - clear the shared and HOME Menu icon caches.

That didn't affect the home menu's icon for it. However I believe I deleted the file with the serial code "CTR-M-HMEE-00", which also happened to contain a theme icon. Perhaps this was the file responsible for the home menu icon? If so, should I download it?

Plus: I bought my Streetpass Mii Plaza VIP DLC legit, so when I try to re-download it, it tells me to "Agree to the User Agreement under System Settings > Internet Settings > Other Information > User Agreement. However going there does nothing to allow me to re-download it. Help?

CTR-M-HMEE-00 is the product code for the StreetPass Mii Plaza DLC with the TitleID of 0004008C00021800. This title is downloaded to the SD card.

I'm not familiar with how one goes about repairing a legitimately purchased title from Nintendo eShop after accidental deletion. I would assume as long as your 3DS kept a copy of the legit ticket, you would go to Nintendo eShop, visit the title page, and repair/redownload it.
 
Reread the first post. The system doesn't detect that anything is wrong with Streetpass Mii Plaza. Since nothing is. The only problem is the icon data is missing.
remove it from the FBI titles manager

then use update

Yup, did that once. System update still didn't fix it. Idk if it is cause only some files were missing or not, but might as well do that now. Brb

Edit: I've deleted it completely, still no bueno.
