I want my laptop to have these specs:

CPU: Intel i5 at least 3.1 ghz quad core

GPU: Any 4K GPU

RAM:14-16 GB

OS: Windows 7 or 10 any Edition (64 or 86 Bits)

That is lower than $600

It's not what you said exactly, but this is a pretty nice laptop https://www.amazon.com/Acer-Flagshi...acer+nvidia&qid=1549684570&sr=8-2-spons&psc=1
I have one and it always stays cool and the video is full hd. The screen is also really sturdy compared to most.
I'd also Recommend installing an lbst version of windows (2019 is the latest) if you can. It takes out a lot of the extra windows crap like cortona, and edge that may run in the backround no matter what
edit: meant to send this one because it's cheaper and has an ssd option

np, and one thing to note is you could transfer your old memory to the new system to save money. I'd personally buy the ssd separate and get the largest one you need or a smaller one and an hdd (it has room for both and has easy install)

I will install an anti virus

Besides windows 10 gives more problems than 7
Once Windows 7 loses security updates, a virus isn't necessarily needed to take advantage of your security vulnerabilities. I highly recommend Windows 10 or an actively supported Linux distro instead.

I've used lots of emulators
Haven't tested cemu, but dolphin works pretty well, RPCS3 (PS3 emulator) works for some games ,pcsx2 is an absolute dream, citra works really well, and yuzu (switch emulator) is really only viable for high end machines right now so I haven't tried it

Good question. Maybe not 100 percent to be honest with you. 100 Percent perfect is console/portable itself.
The priorities are: Citra: Pokémon Star Hackrom, Dolphin: Mario Kart Wii 60 FPS Online Wiimmfi, Cemu: Zelda Breath of the Wild 60FPS, and the switch one is pending

I doubt. Laptop itself is not really a video game. Unless you want to buy Alienware Gaming laptop.. It is a must for most emulators, yes. However, it is very expensive and cost over 2,500 or more. Desktop is your best bet. Your laptop is not really for the gaming and it is not very powerful enough.
