Homebrew GodMode9 Not Loading

So I have a homebrew New Nintendo 3DS, I formatted it since I wanna upload my sysNAND from my 2DS to my New 3DS so I can enjoy all my games on it. Problem is, godmode9 isn't loading, so I read the instructions where it tells me to place "X_godmode9.firm" into luma/payloads. There was no payloads folder when I got in there, so I made it, stuffed godmode9.firm in there, and start up my 3ds holding X. It didn't work, so I turn it off and press start like I used too, nothing. This isn't my first time, but it's been a while since I've done the modding process. My new 3ds is wiped so I don't got access to the homebrew launcher, fbi, nothing, and my only way to access godmode9 is to open it up before the system hits the home screen, any help is appriciated. I can't find and video tutorials to help me.

My luma version is "v6.6-5b6bab7a", if its not the latest its because i havent touched either in so long because of the latest firmware update.

Ok so i got to the part till it tells me i should update my device, should I, i dont wanna go to firmware 11.8 since i can be banned on the spot if im not careful

so i skipped the update, managed to hit the rosalina menu already

i wanna stay on firmware 11.7 so i can get the cia's i want first, then move to 11.8. Will that cause any problems?

Ok everything is set up, all I wish to know now is can I transfer all my junk from my 2ds to my new 3ds with godmode9, I ask this mainly because sysnand was what recovered all the junk you temporarily lost from changing from ofw to cfw right? So in theory, could I extract my 2DS sysNAND, move it to my new 3ds's sd card, then load it in via GodMode9, or can that lead to a bricking or something?

I ask this, because incase this doesnt work how i think, i want to use freeshop to get all my games back, and move all my saves back via JKSV. Then everything is peachy.

Also both systems are on firmware 11.7 just incase they have to be to transfer sysnands properly.

Also i didnt wanna go to firmware 11.8 mainly cause i wanna get all the cia's from freeshop because its simple, once i get all the cia's i need ill go 11.8

how do i back up the nand, it seems to be different than how it use to be, and theres 5 different ones. I pressed home then more... but none of them give me a back up or restore option...

You heard wrong. freeShop stopped working around the time firmware 11.8 was released. It's not the firmware that killed freeShop. It was Nintendo from their upgraded server side ticket checking.

You should refreshen your CFW knowledge by going over this website.
You'll find your answer in the Get Started page for precautionary steps when playing online with pirated games.
