1. My friend has a South Korean mario kart 8, and I'm planning to buy the US one(I want online games to be digital, and I'm going to use the US eshop). Can I play local multiplayer with him?
2. The same thing with splatoon 2

I don't really know how the switch's game works. Are the games region free as well, just like the switch?

SHORT: Yes.. it all works.

Long:
I have have a German switch and an American copy of Splatoon (physical copy)
My brother has a American Switch and a European copy of Splatoon (physical copy)
My brother and I play together regularly.
"But PriMieon. Can you update your software although its from a different region?"
Yes, this works as well. I have a American eshop on my German switch and have no problem updating my US Splatoon
My Brother has a American eshop account on his American Switch and has no Problem Updating his European Splatoon Game.

Now how is the situation for Mario kart?
I have a German switch and an American copy of Mario Kart 8 Deluxe and have played Local multiplayer with a coworker.
He has a German Switch and a German copy of the game.

Thanks! I was kind of worried about if it doesn't work.

No problem. Best answer would be appropriated.

Why don't you swap carts so you both have the correct one for your region Switch? It doesn't matter much, but it's a bit neater that way I think.

Since the Switch is region free, in the vast majority of cases any combination of console and game region should work.
In fact many of the games are identical across regions. South Korea might be a special case there, since Korean language may not always be included in the "international" release, and so they may have their own release of most games. Still it shouldn't affect multiplayer.
Nintendo does allow devs/publishers to have separate versions of the game for each region though. It's possible certain devs could make local (or online) multiplayer for certain games region locked (based on the game region), either by accident or on purpose. But so far I don't think that has happened, and I wouldn't expect Nintendo themselves to do that since they did make the console region free after all.

My brother (Who is playing the European Splatoon) and I (who is playing the American version) do have different Splatfests.
He has the European ones and I have the American ones
