Is there still a way to do this that doesn't require the use of Python or for me to look for a DS homebrew app that is no longer available?

I thing you can just use gm9 (sysnand twln, search for titles in titles folder, select a tmd, tmd options, dump cxi/new)
Wasn't able to launch any with twloader, but I imagine if it truly uses no DSi features it should work.

Thanks @Craftyawesome - that worked for me!

Here are more detailed steps of how to dump NDS from DSiWare on 3DS, no need to work directly with the CIA, for anybody else who ends up in this thread.

1. Launch GodMode9
2. Select SYSNAND SWLN
3. Select title folder
4. Find the title you wish to dump using 8 character ID (see this list)
5. Select content folder
6. Select .tmd file
7. Confirm save path on screen, default is sd:/gm9/out
8. Choose TMD file options...
9. Choose Dump CXI/NDS file
10. Find NDS file at save path on SD card

1) I probably don't know what sites are hosting it.

2) There are more .cia's being distributed than .nds
I couldn't tell them here, but i know some good no ads sites that have (almost) every NDS games. (In the .NDS format) (there isn't very site that haves every existing game) I never even saw a Ds game in Cia.
 
Anyone know how to convert those DSiWare .cia files to regular decrypted .nds?

I'm not interested in playing on a real console, instead, I want to test the games on No$gba, but it only loads .nds files. So far I've been unable to find a tutorial to convert from .cia to .nds.

I downloaded a tool called dsi_srl_extract, but it didn't do anything, or maybe I don't know how it works.

Can anyone provide a step by step guide as to how to do it?
You can try Citra 3ds, (Don't know if this answer is on here already) Which loads .cia files, not .dsi you can also try downloading the .nds files through

whats the sites name... i can only find the dsiware cia files
