if you have the body_LZ.bin and the bgm.bcstm files, yes, you can. If you have cia files, they can be installed with fbi and will be displayed on the theme selection menu in the home menu settings

Unrelated though, because I have this with some of my very own themes, it seems anemone handles theme installation differently. Differently enough from old CHMM2 or even themely that my BGM cuts off randomly with anemone. Dunno why I should probably note this in anemone's own thread.
well, apparently from my testing of putting both Official and custom themes on my 3ds SD and running them through Anemone,
the official themes all showed up and worked fine no need to convert them etc.
lol, this is great to my surprise
tho, as summa pointed out and through my testing of using themes in anemone,
when using 1 theme (either official/custom) the music loops and works like normal,
but when doing a shuffle theme install (2+), the music doesn't loop and suddenly just stops.
this happens ONLY on shuffle setting in both official/custom themes,
strange why this is
cause when you shuffle themes in HOME menu they work fine (music doesn't loop).
in any case, making a custom theme .cia pack using Howling's tool is easy as PI
