So I just recently attained a New 3DS and I would like to know how I can transfer my old hacked 3ds' data to the new one.
You're in luck. One of the main ways to hack an 11.6 3ds is through a system transfer. If you don't own a flashcart, follow 3ds.guide and select dsiware transfer on the list of exploits and firmwares. Keep in mind this involves purchasing a $2 eshop game. If you do happen to own a flashcart, click ntrboot instead and just perform a system transfer afterwards.

Thanks! I'll check it out. But right now I'm just trying to see if I can install oothax but I have no real way of accessing the homebrew menu. I used the homebrew loader app but oothax is not supported with that exploit method. Any ideas?
I have an o3DS, Luma CFW, 11.6 emu and 9.2 sys (for some reason I always get a crash dump error when trying to access my sysnand with my sd card inserted)

Don't bother installing userland Homebrew on the n3ds if the o3ds has cfw. Just go through the guide and the n3ds will be automatically hooked up with cfw. Also, before you do the transfer, I recommend backing up your emunand and your sd card just in case. I would normally tell you to get rid of your emunand, but you're about to switch to another 3ds anyway. Just do everything the guide wants you to do on your emunand and that will be transferred to the n3ds sysnand.

Yeah but the thing is the transfer method is like a last resort for me. Right now I'm just thinking I should just hack the n3ds normally and just import previous game saves. Would that work? And if it does any ideas how can install oothax?

Why would transferring be a last resort? It's the easiest and safest method. If you make an emunand and sd card backup, the original 3ds will still keep all of its games and data. Also, i would forget about Oothax, as it won't let you do much on 11.6, as well as not being able to install cfw. The exploit for installing cfw was patched in 11.6, even if you can get into the Homebrew launcher.

If you don't use the DSiWare method you would need to buy a ntrboot capable flashcart, which will cost more than the $2 DSiWare game. That would be silly to do since you have a CFW console already and you want to move the data across.

Oh I see. But my only real concern is the NNID's. I want them to both be separated. Is there a solution to that?

All i can tell you is that when you do a system transfer, an nnid is taken off the old 3ds and is set to the target 3ds. The o3ds can have zero and the target 3ds can have multiple. No 2 3ds consoles can have the same nnid at the same time since it's entirely server based, meaning you also cannot transfer it back without doing another system transfer (which is impossible with an o3ds and n3ds). You should be fine.

Dang, so that means the two systems can't have two different NNID's before performing the transfer? And I have a problem, I used tikshop to get all the eShop tickets awhile back so does that mean I have to delete the Sudoku ticket (that's the game I'm planning to buy) before purchasing it or can I just "redownload" it.

You can easily remove an NNID from any system with CFW without performing a format. It's under http://3ds.guide/GodMode9-usage
I get error 404 (page not found) with that link.

Didn't realize it was case-sensitive.

Well you can have 2 separate id's to begin with, but at the end it will take all id's on the o3ds and put them on the n3ds.
