You could try the old-fashioned injecting FBI to Health & Safety.

See https://3ds.guide/godmode9-usage in the "Injecting any app to Health & Safety" section. Use FBI.cia for the app. You can then install any homebrew you want as a cia.

Try launching fbi from the homebrew channel and use it to install the cia files you downloaded while following the guide, if you still get an error then there might be a different issue

I can't use fbi because I still get that stupid screen and I don't know why.

Hey man, thanks alot. Thanks to you I was able to use that trick you told me to finish the steps I needed and got the Luma update and the other apps from the install on the main menu and they work. I still have to find out why I still get that stupid screen when try to use stuff from HBL, but for now, do you have any idea where I could get some cool free stuff for my now hacked N3DS?

Have a look at the TitleDB feature of FBI, there will be a long list of homebrew you can install (you might want to google search most of it before installing in case you need other files or just to find out what it is for). You can also use freeShop to get games.
