is it possible to transfer a CFW from 1 New 3ds XL to another non-CFW New 3ds XL? If so, how do i do it so i dont loose anything?

Both need to have cfw because if you have any pirated games/homebrew games on the 3ds with cfw, you will lose them. Just get cfw on the system you want to transfer to and you can transfer fine.

You can however use a hacked system to preform a dsiware transfer hack

This does require you to buy a dsiware game.
Although I honestly suggest not doing the system transfer method anymore. Mostly because it requires several extra steps to getting your CIAs re-installed on your target system. I suggest going with NTRBoot instead. This method not only takes less time, but leaves both system intact, coupled with two extra bonuses
1: Flashcart for DS games!
2: An easy method that can never be blocked Nintendo.

DSiWare will cost less though. And anyway, regardless, there will be a system transfer and the tickets will have to be reinstalled. Using ntrboot won't prevent that.
