Hacking Play CIAS from other region

Just installed Looma on my 3ds XL European. It plays European CIAS and Region Free ones, but if I install an USA CIA it gives me an error screen and shuts of. I thought the the new version of Luma allows you to play any region. Do I have to enable something to play games that are not my region?

it is in the first paragraph of that link, turn on your 3ds while pressing select then follow the intructions of the enable game patching section.
