Could you be more specific about what's happening? You should be following this guide: https://3ds.guide/installing-boot9strap-(browser)

With which step are you running into issues? What are the specific errors you're receiving?

The browser itself on the 3ds won't load it says the browser will become available once the system is updated

That means you don't have a browser. You'll have to use another method.

It sounds like you're on 4.0.0-0U, not 4.0.0-7U.

And that's weird because there are no US carts with that firmware so a net update must have been performed.

Oh, so he's on OFW. He can use the SSB4 update to get the 9.6 update and not worry about the 11.5 update.

That's a bad idea. Then he will need to buy a Zelda and PowerSaves to get homebrew and then install CFW. Whereas here he can use a DS flashcart, which is cheaper, and people often already have them.

@L1v1D I'm curious about a couple of things. First, can you go into your system settings and verify your system version? Are you still on 4.0.0-7U? Second, have you received a system update notification outside of the browser?

Assuming for a second that you cannot use the browser, here are your options from easiest to hardest:

• Stay on 4.0 and use a compatible DS flashcart to perform the MSET method to install B9S. If you don't already own one, you can buy one for less than $10.
• Update to 9.0-11.3 with a game cartridge (preferably 9.0-11.0 for more options) and use an alternative exploit to install B9S.
• Perform a hardmod and install B9S.
• Update to 11.5 and use the DSiWare method to install B9S (requires a second 3DS that already has CFW).
