It's ok, lol. We've all been there
lol I had the same problems with Fallout 3 over the weekend, but had to install the Games for Windows Live instead.

It's always some external program stopping our fun *shakes fist at the sky*

I've got the neon yellow ones! The body colour code is #E6FF00, or RGB 230, 255, 0, and the buttons colour code is #142800, or RGB 20, 40, 0.

Nice! The one I got from pictures (#C7F60C) was a little bit greenish but a nice looking one.
So with that, only the splatoon joy-con colors left.

Joycons won't connect to Windows 7, they connect fine but the joycon turns off and in control panel the picture of the game controller is translucent instead of solid!?

Does anyone have the actual hex colours for neon r/b (body and buttons) and grey? I can't find the hex for both :/

They're built into the program. The 2 under the "Custom colors" section are ripped straight from the red/blue joycons, same with grey

Joy-Cons work pretty well with windows 8.1 and windows 10 BT stack. Don't know about older ones. Try using Toshiba stack.

As I wrote in OP, these 3 colors are in the custom colors section. These are the correct values. Only neon yellow is not correct, but pretty similar

I'll try Windows 10 later (downloading something) since I have a dual boot, and if that doesn't work i'll try Toshiba's one.

I don't have a Bluetooth adapter to dump my grey colour, otherwise I'd have grabbed them...

They are quite cheap, I would link to a good, cheap one but I can't be bothered lol
Besides the point because I dont particularly wish to mess with it (yet), I'm basically asking can someone please open the tool and tell me the hex colours ;)
