Hacking Region change without format?

Hi, I'm getting a new2DSLL from Japan. I have an american new3DS with luma/b9s. I want to system transfer to my new2DSLL (with a dsiware to hack the new2DSLL). Can I change my new3DS to a japan one without formatting, so that the transfer can be done? (and also so they can both be US consoles after the hacking)

You can't system transfer with systems that have been region changed to match the other console. Or at least, there have been no reports of it being done successfully.
is it atleast possible to change region without losing anything? My new3DS is currently my console with my NNID

I'm not sure, but you should follow whatever it says in https://3ds.guide/region-changing

You can always create an emuNAND and change the region of that, leaving your installed games etc on sysNAND on the old region.

Pretty sure NNIDs are region locked but it doesn't matter because eShop won't work on a region changed console anyway.
I think you would be able to region change without formatting and your stuff would still be there but obviously no longer redownloadable from eShop so if you wanted to redownload them later you'd have to use FunkyCIA2 on a PC and using your personal ticket.bin dump to get the legit version you own or just use FreeShop to get a non-legit one. Not formatting might cause unpredictable behavior or other problems down the road though, I don't think it's been tested much.
It might be better to just back up your saves beforehand, format the console and reinstall the games with FreeShop.
Unless you have a lot of eShop purchases that is, in that case it's probably best to region change an emuNAND.

I'm wondering if it would be safer to clone my new 3DS to my old 2DS, then system transfer from that, just to avoid any risk of messing up my NNID. After my new2dsxl is hacked and changed to US, then I could system transfer my NNID

Edit: this is my current plan, if you guys think it will work.
1. change my o2DS to a japan system
2. system transfer from o2ds to n2dsxl with exploitable DSIware
3. use the dsiware on new2dsxl to hack it and use a US ctrnand to convert it to a US console
4. after the 7 day period, transfer from US N3ds to (now US) N2DSxl

from what I'm reading, the new2ds cannot connect to Eshop until it is the region I want it to be.
Will it be possible to system transfer from the old2ds?

You will likely fail at step 2 because I don't think it is possible to system transfer from/to a region changed system.

what is it that tells the system what region it is? Is it a non-writable part of the system?
It could be several things, they have server side checks on eShop access I think so they might very well have that for system transfers as well and there's not a whole lot you can do about that but use LFCS_B and SecureInfo_A and such from a donor console. And if they're identifying the console by CTCert/DeviceID then there's no public way to spoof that right now.
Anyway it can probably be spoofed somehow but no one has figured it out and the 3DS is dying so at this point that may never happen.

If I were to never connect the system to the servers before the region change, then it would be identified as a US console for the first time, right?
Edit: though this really only leaves me with NTRboothax and NAND mod

That supposedly works for o2/3DS but not n2/3DS.
I found this on the 3DS guide page though
"After this process, only New 3DSs which have never accessed the eShop before and any Old 3DSs will be able to access the eShop after creating a new NNID on their new region. Region changed New 3DSs that have already accessed the eShop on their original region cannot create a new NNID and access the eShop on their new region!"

Maybe the guide is right, though I've never heard of anyone actually having a working eShop after a n3DS region change, it's just a myth as far as I'm concerned.

LFCS_B and Secureinfo_A from another country doesn't work either, been there done that.

I guess I'll have to wait for ntrboothax (I've done nandmods in the past, but i'm not risking it on this new one).
That being said, I'll avoid even powering it on till I can dump the nand, so I can get a clean dump from ntrboothax (though I'm sure someone else will do this, or it wont be useful)
I'll test it out though when the time comes
