So I found steelhax. If I run the homebrew launcher, and I run usdexploit and proceed to b9s installer will it work?

well it depends. have you got a flashcard (not just any, this one http://www.nds-card.com/ProShow.asp?ProID=160) if you do, wait until magnethax fully releases. then, follow the tutorials that will release along with the hax.

You are going to have to wait until a kernel exploit comes out for 11.4 or send your system out to get hardmodded. There of course the other option of buying a new system (they should still be on 11.3 in most stores,) hacking that system, then doing a system transfer. Regardless, you are basically out of lock with just a stock system on stock 11.4

The reason ntrboothax (which allows B9S to be installed on *any* 3DS regardless of firmware) is not released is that the team is working on compatibility with more than one DS flashcard (and from the verbiage: likely they are working on cheap DS flashcards). How long this is going to take is anyone's guess... just because there's a placeholder on the .guide site doesn't mean release is imminent.
