No, as long as it can boot before the 3DS's OS, you can use a custom OS.

B9S is different because it runs earlier in the boot process which unlocks access to parts of the system that A9LH cannot get to (like being able to dump the OTP at will). Linux for 3DS has existed for a while for A9LH and has been ported to B9S. The "true CFW" thing has been disproven multiple times.

Nintendo can also patch A9LH with software changes with newer models while sighax and magnethax (the exploits that can be used to install B9S) would require Nintendo to replace the entire bootrom (chip?) itself in newer models.

2. when i boot to gw mode, why i can't use roseline ? (L Down Select same as Select in GW)

For number 2: because Rosalina is a feature of Luma 3DS.

Yeah, Luma and Gatway's CFW can't be used in conjunction with each other.
