Homebrew Creating a new application/software from homebrew or CIA (Request)

Hello, is it possible for developers to create a application/CIA that can format an 3ds for those people that are bannedso it can be unban??

I know this is the stupid idea I posted but look at the other developers who created these famous software such as FBI for downloading CIAS, homebrew, NTR for streaming online and cheat code, etc

There's really no way to truly unban a system, since the ban is server side.
The only way around it is a LocalFriendCodeSeed injection using GodMode9. Which is has to be done before the system fully boots and mounts the NAND.

Your system is flagged as "Banned" on Nintendo's servers.

You could always try hacking into Nintendo's servers, but doesn't seem worth the effort or risk. Anyone with that kind of skill can surely afford a new system.

The last ban wave didn't ban based on serial, but they sometimes do ban the serial number.
Try the LFCS first, if that still doesn't work, then try changing your system's internal serial number.

The serial number is never banned, only the friend code seed and on some occasions the device ID and CTCert.

"System Format" does not wipe the entire contents of NAND. It deletes user data, e.g. tickets and friends list, then generates a new encryption key for SD storage.

If System Format actually did wipe NAND, you'd need some way to reinstall the OS from the boot ROM.

A year ago(i didnt have a cfw before), i formatted my 3ds and as results, i noticed that my localfriendnumber change. Because of it, I thought i can do the same process to unban myself

Your friend code changed. That's not the same as your local friend code *seed*. IIRC the seed is used to derive the new friend code after system transfer or format.

The seed normally never leaves it's original system and cannot be modified, since it's signed by Nintendo.
