Hacking how to get ever oasis working

I did download the game, and I'm on a n3ds xl/a9lh/the last stable Luma that supports it/11.4, and I didn't get any freezing or bootlooping. I didn't start a new game just yet, but the game it self just booting up fine and goes in to the main menu.
 
The reason you probably can't load it is because the game might require firmware 11.4. In your OP you said your DS was on 11.3. Have you updated your firmware yet? If you already have B9S/A9LH update the system through system settings and the game will work fine. It has nothing to do with the version of Luma, but the version of the OS itself. 9/10 if the game came out after (quite some time I might add) an update there is a good chance it requires the most recent firmware before the release date of that game.

Oh I see someone else already mentioned that. Well, if it doesn't have a native-firm requirement and you tried updating your OS just in case, just ignore my posts. Lol :D

i downloaded ever oasis as cia and it hangs on 3ds logo can someone explain what should i do ?
i have old 3ds cfw luma fw 11.3.0

That's often caused by missing the seed for the game, as the seed isn't built in to the CIA that could very well be your issue, try importing it with FBI, I believe you have to select the title in the Titles menu the there should be an option to import seed.
 
With language emulation, the game crashes when entering the manual. What region is your system based on?

yes but i updated it later
 
Strange that Luma with 11.3 wouldn't load the game but I can install the CIA and play it just fine with my Gateway card on 10.6. Can't install the update, but I can play the game.
