ROM Hack How can I play ROMs?

I have an old 3ds, version 10.7 with homebrew. What are the next steps to play 3ds ROMs, and what can I do to play regular ds ROMs?

ho, you completed the guide.. so the next step is get the roms (more known as .cia files)
well. for this we can't help you much, becasue it's against this forum rules to provide you roms https://gbatemp.net/help/terms
however i will give you hints...

you will need the keys which we can't provide you. (more info in that thread)
you can alternatively get .cias from rom websites, like a certain 3ds iso site there is also a certaing 3ds chaos site

Finding a site suitable for sharing title keys is simple - just ask Google for a 3DS title key website.
For games not in the title key database or the eShop, you will have to look elsewhere.
We can not help you find a title key site, or any other ROM downloading sites, and it is not permitted in the site's rules to share ROM site names or links.

For DS ROMs, it's a bit more difficult.
You can use TWLoader, but that has low compatibility by itself, so I suggest you buy a flashcard, which has 99.9% perfect DS compatibility.

Does it matter where in the sd card? should i make a folder in the root for each game?

Also does it matter if its a decrypted rom file?

doesn't matter
you can make a folder called "install pretty please" and put all games in it..
after install you can and should delete them (fbi even has the option to install and delete)
after install that files will be leftover trash

Thanks bro, a few more things, how would I get an emulator for ds games, and what is a decrypted rom file? does it work the same way as a cia file?

i am not sure, i think that is probably related to 3ds flashcarts which IMHO are obsolent, just go with freeshop or normal cia files
