Well as of now there is no reason to use a 2.1 CTRNAND Transfer since it's not required with Sighax, that's why it's not there. The only reason it was required was to install A9LH which is now "obsolete". The majority of users are not going to be on such a low firmware from stock. Your best bet is to just use the link you posted and then upgrade to BS9 after you're on 11.4.But it's a valid entrypoint for 2.1 3DSes.
Perhaps @Plailect should just add something regarding 1.X-2.X systems in the troubleshooting section as he does with 3.x/4.x.Yes but rather than being part of an "install a9lh" it should be remade as its own separate page documenting the browser exploit.
