Hacking Extract ticket from cia

I've got almost all my games back and with the exception of the GBA games, I'm only missing 1. Fire Emblem Fates Special Edition. I just need to install the ticket but I have no clue on how to extract it from a cia. Anyone know how?

Have a look at the 3DS titlekeys site. You can scan a QR code with FBI to install the ticket. If it isn't there, I don't think you can install it without installing the cia again. I could be wrong though.
