Hardware HD Rumble is terrible right now, imo.

I haven't had much of a good experience with HD Rumble, to be honest. Most of the time my Pro Controller makes really harsh vibrations, weird noises like an owl and so on so to avoid all this together, I decided to turn off vibration (Mario Kart 8 Deluxe's vibration is what really annoyed me completely).

It's possible to turn off the vibration via the Console Settings.

P.S. It makes sense why the Western release of Puyo Puyo Tetris has the HD Rumble turned off by default.

Yeah, only by Splatoon 2 or Mario Odyssey's release is when Nintendo will make proper use of the HD Rumble. I wish the Standard Rumble was an option.

personally, i love it in mk8d. i play 90% of the time in split joycon mode and it's neither unnoticeable nor noisy.

it's nothing revolutionary, but it's better than wii/wii u rumble.

It's the same rumble they used in the ds rumble pak. It doesn't use the usual motor+cam, but a little doodad that makes a 'blooping' noise. :-)

At least in my case it was never so strong it would annoy me, but it was also just irrelevant.
The only game when I saw a useful use of the rumble at all was Blaster Master Zero in those tide levels.

Also, I never put too much attention into it, but I don't remember it making any kind of loud sound.

It made extremely loud sounds in Snake Pass until they got complaints and released an update that "fixed" it. I say "fixed" because as far as I'm concerned it wasn't really a bug, and now the rumble is really soft, I prefer how it was before the update. The sound didn't bother me.

Correct. Game, not video game. It relies on the users looking at each other than looking at the screen.
