I updated the BootNTR selecter CIA yesterday and noticed that out had a custom boot screen, blue bubbly and it said homebrew. I know before you could use just homebrew for the text, but this is something more. How is it done?

Newer versions of homebrew feature custom splashes, notably FBI and TWLoader, to avoid a DMCA like freeShop.

It's not custom (I mean, not specific to BootNTR Selector), it's the new default for homebrew https://gbatemp.net/threads/release-default-homebrew-custom-logo-bin.457611/ (which doesn't prevent custom ones for FBI for example).
And see that same thread for information about how to do it, especially that post probably https://gbatemp.net/threads/release-default-homebrew-custom-logo-bin.457611/page-2#post-7019511
A shame there is no FOSS way, but good to know!

If I ever do anything guess I'll have to make one!

Edit:
How is it specified with makerom and such?

Edit:
COMMON_MAKEROM_FLAGS += -logo "$(BUILDTOOLS_DIR)/3ds/logo.bcma.lz"
