Hacking Homebrew Launcher not booting

So I've downloaded 11.3, updated homebrew channel using the .cia through FBI but it's not loading - it errors out once it tries to load. What can I possibly try?

I'm using Japanese New 3DS

I read on the guide that HBL doesn't work if you have the Clock option enabled on Luma3DS. Do you? Also you need to be connected to your Wi-Fi as it downloads payloads thru there.

i had clocks set to NONE, WIFI is on but I changed my Wifi to another router I had and it started working. Have no idea why cause I had internet access on the other one (was able to access eshop) but regardless, got it working now. thanks
