ROM Hack Can a game block internet?

I was trying to connect One Piece: unlimited Cruise SP (Eur) to
NTR-debugger since the codes weren't working.
Strange thing was this:

before OP running:Wireless and internet
While OP running:Wireless and internet(-less)
After OP closing:Wireless and internet( back)

So, Is "One Piece" stop me from connect to internet, or is this something else?

Yeah a lot of games that have no use for internet functions turn it off (OOT is another) I think KitKat patches it now but you can always use this write command "write(0x0105AE4, (0x70, 0x47), pid=0x1a)" and it will stop it from turning the internet off when you can't connect online in-game.
 
well, that solved my internet-less issue,
however, when i load the main game
NTR Debugger does this:

if Connected:
"Connection timed out
Server disconnected."

If not connected:
the whole "connection timed out" or "target refused connection on <3ds ip address:debug port>

i have tried several times to make sure i didnt do anything different,
is it possible one piece has anti-cheating routines?!
