I am right after KHALAMARI at Peregrin Quay on the Map.
The problem. None of the Enemies on the map are attacking.

I am only able to fight while using Yangus Whistle.
I have used the Inn several times. Teleported to different maps eighter.
But the enenemies won't attack.

What exactly do you mean by the "enemies won't attack"? If you mean that monsters in the overworld run away from you, you just might be overlevelled for the area that you're in.

It seems to be some kind of glitch.
Now after around 1h of waiting on the map the message "Eau de Monster evaporates" was shown.
Now everything seems to be normal again.

So you used an Eau de Monster? That should've been the first think you mentioned, oh well.

But the Eau de Monster should only be active for around 3-4 mins.
Not for more than an hour?
I believe it may actually be dependent on distance walked on the overworld (I wouldn't necessarily trust some random post on GameFAQs). If it is based solely on time, then I don't know what happened; it could have been due to having used it prior to the Khalamari fight, which caused some glitch. At least everything worked out in the end.
