Mmmm... not a professional programmer, not even intermediate.
But I think that I'll learn Harder/Better/Faster/Stronger how to code stuff IF I have a goal to accomplish that. So I want to try to code for Nintendo3DS (Homebrew of course)... and I'm pretty excited because I read here that 3DS uses C and C++ which are more familiar languages to me rather than any other.
BUTT Whenever I try to download DevKitPro my computer tels me that it may hurt my computer.

I don't want to be this noob, but I just want to make sure that it's safe to download from here...
Also... What should I use... NightFoxLib or PALib? Or both?

Can I just use Visual Basic 2015 instead?
Also... Eclipse is supported by Homebrew for Nintendo devices?
Mostly interested in making stuff for Wii, NDS and 3DS.

So, Visual Studio Community can be used instead of DevKitPro?
I don't mind installing DevKitPro if I can't use Visual Studio, is just that I already have Visual Studio installed.
you didn't read the link. you still have to install devkitPro to include its libraries. it's a set of libraries not an IDE.

I also have Windows Defender.

Windows Defender came pre-fabric with my lap.
McAfee is free, courtesy of my Cable operator.

In fact, I didn't wanted to make a long story... A few months ago, I tried to pirate certain application, it required certain reg_keys.

While Windows Defender didn't told me that the files were infected with Artemis, McAfee automatically destroyed the file, oodly, moments after, Windows Defender recognized the virus.
But it was being already destroyed by McAfee.

In fact, I didn't wanted to make a long story... A few months ago, I tried to pirate certain application, it required certain reg_keys.

While Windows Defender didn't told me that the files were infected with Artemis, McAfee automatically destroyed the file, oodly, moments after, Windows Defender recognized the virus.
But it was being already destroyed by McAfee.
the timing might have been caused by McAfee locking the file while it was dealing with it so Defender couldn't even scan it
that might not be a good explanation but this isn't a useful example, you'd have to compare them one at a time to make a good judgement about which is better in this context
also just because Defender took a minute to alert you doesn't automatically mean it hadn't been able to protect you in the meantime

actually I did installed everything fine to VS2015 but when I test build it I just get the "build succeded" message no 3dsx, no Smdh, double checked everything, still not working for me though

Look through the thread in my sig for some good tips on getting started. RXtools is way outdaded, but the setup, compile, and update stuff apply to all projects. You'll want to update ctrulib as soon as devkotpro is installed.

You should never run two AVs at the same time. It's going to cause slowdowns as they both try to access files at the same time.
