Best way to compile programs

If you're compiling WUPInstaller you'll need DevkitPro, which also installs DevkitPPC and other several toolchains and libraries neccessary for compiling Wii U programs.
WUPInstaller's makefile clearly shows that you'll need them; I'm pretty sure using just GNU won't work:

Why can't you just use an already compiled version?
I just want to learn how to compile things so if I see someone making a project on gitHub I could test it out.

Run MSys (it should have been installed along with devKitPro), that will set up the directories. Then you can cd to the wupinstaller directory from the msys window and finally type make.
You may or may not need additional libraries to get it to compile successfully, though.

So I opened the program, typed make (file location) and then it said nothing to be done.
 
it says no rule to make target and more now.
Are you typing "make" from the directory where the makefile is?
Cross-compiling stuff on Windows can be a pain in the ass.
Edit: Doesn't look like it requires any extra libraries, at least.
Edit2: Sorry, you need to use "cd C:/path/to/wupinstaller", backslash doesn't work in MSys.
I was able to compile wupinstaller y mod just fine with these commands:

$ cd c:/devkitpro/wupinstaller-master

Jdbye@Jdbye-NewLaptop /c/devkitpro/wupinstaller-master
$ make
entry.c

Did you install the FULL devkitPPC (including libogc)?
