if you have cfw then you can generate any pokemon you like by using pkhex on your pc, then proceed to inject them into your save file, thee save file can be extracted and re-inserted with any save file manager

1. Download JKSM and install it.
2. In JKSM, go to SD/CIA and pick your game. Choose Export and create a new folder.
3. Remove your SD card (or use FTPD to connect to your 3DS over Wifi) and look for the "main" file inside the folder you created. It's inside the JKSV folder at the root of your SD card.
4. Open the said "main" file with PKHex and edit to your hearts content. Then save when done.
5. Put the file back to your SD card, then in JKSM choose to Import data, instead of Export. Overwrite when prompted.
6. ???
7. Profit.

with jksm, you import the data to overwrite a save tho
and export to put the save on the sd card
