It's possible yes. You just need another 3DS that has with legitimate copies of steel diver sub wars and a dsi game
 
You install it on the CFW 3DS and use it to access homebrew launcher. That way when you system transfer, the 11.2 3DS will have a way to get into homebrew launcher

Wait, If you are just editing the save of the dsi title, why can't you just open homebrew on a 3ds and install the save with jksm?
 
for it I use homebrew loader .cia

You can't tranfer the Homebrew Loader CIA and it doesn't work unless you are already in a CFW. You need a legit entrypoint on a system to get it to that point.

Installing a DSiWare save requires ARM11 kernel access. There is currently no publicly released way to get that on 11.0+. JKSM from the Homebrew Launcher cannot modify a DSiWare save.

It's involved in the hack. If you have a cfw 3ds then you can follow this link:

Other than that you would need to hardmod.

I know this is out of topic, but do we need to rebuy the dsi game each time we do this if i want to use the source 3DS to downgrade multiple targets?
Or i can just transfer back from the target 3ds after successfully downgraded?

Depends, if you buy it with a nnid you can just unlink with the target ds and then link it back to the source, but if you bought it without a nnid, you will need to rebuy it.

The new hack for 11.0 and 11.1 won't work on 11.2. That hack is veryslowpidhax and can take weeks to months to hack? (from 3DBrew.org "With launching+terminating a sysmodule repeatedly with this via ns:s, it would take weeks to finish(if not at least about a month?).").

It's just the easiest entrypoint when doing a system transfer for DSiWare anyway. If you download and install it and then install the exploit to it before transferring, it gives you an entrypoint for free.

Otherwise, you need another entrypoint, such as an OoT3D cart, as browserhax has been patched.

Yes, however I believe that ctr-http is down right now which would make you need to ugrade your 3ds to 11.2
