(May, 2020) A new method for regaining eshop access that allows you to link a new nnid has come out. This fixes the 022 eshop ban but does not fix the 002 online play ban. So follow one of the methods below if you also want to regain online play. Do note that this will require you to have a 2nd 3ds to dump a OTP bin. If you do not have a 2nd 3ds then follow the old regaining eshop access guide below. This is the new recommended method by @truedread here!
Hello everybody. Today I decided to make a new post to show you guys on how to get unbanned from the pokemon banwave and the cfw banwave. Some people may ask why I am making this and the main reason is that all the methods to get unbanned are not being represented equally with only the easiest one being represented. So let's jump in to the tutorials.
Do not advertise selling unbanning services or sell unbanning services in the comment section!!!

I do not take any responsibility if you brick!(You wont if you follow directions) None of these methods were developed by me. None of the file links are also developed by me.It is recommended that you have A9LH or BS9 if you dont just treat all things that say sysnand as emunand,Never Ever Ever inject these files into sysynand if you dont have A9LH or BS9
method 3 status: Most likely dead since nobody cares about the 3ds enough anymore to dump another seed.
Method 1 for 002 ban(This is what bans you from online use on games see below on how to get unbanned from the eshop) (Most recommended)
What you need:
1)Banned 3ds
2)Unbanned 3ds
3)Both running Godmode 9 on the latest version (https://github.com/d0k3/GodMode9/releases) (This requires a9lh,BS9, or a arm9 and a arm11 exploit with homebrew)
4)A computer
Steps:
0)Open Godmode9 then press on the Home button then go to more then backup nand. Wait for it to finish then power off the 3ds and out your sd card in your computer. Then go to the gm9out folder and put the nand backup somewhere safe on your computer. (Not needed but highly recommended)
1)On the not banned 3ds open Godmode9 and go to sysnand ctrnand then rw then sys then go to local friend code seed b and press Y to copy. Then press B twice then go to SD card then press Y to paste then select copy paths. Then when this is done power off your 3ds.
2)Then put your not banned 3ds sd card into the computer and copy the file local friend code seed b file onto your desktop. When done eject your sd card. Then put in the sd card from your banned 3ds into your computer and place the file on your desktop onto the root of the sd card.
3)Then on the banned 3ds open Godmode9 and go to SD card then local friend code seed and press Y then press B. Then go to sysnand ctrnand then rw then sys then select move paths. Then unlock sysnand writing and press overwrite files then ounce again follow the prompt. When done press B twice and then press Start to reboot.
4)Hurray you are unbanned! Feeling nice or appreciate my work/guide? If so feel free to donate: Just click here (I would appreciate it a lot).
Method 2 for 002 ban(This will unban you from online use on games see below on how to get unbanned from the eshop)(This method may sometimes not work!!!)
What you need:
1. Banned 3ds (Must of had a diffrent 3ds do a systransfer to it during sometime during the lifetime of your banned 3ds (you can even do it before attempting the guide))
2. Godmode 9 on the latest version (https://github.com/d0k3/GodMode9/releases) (This requires a9lh,BS9, or a arm9 and a arm11 exploit with homebrew)
3. A Computer
Steps:
0) Open Godmode9 then press on the Home button then go to more then backup nand. Wait for it to finish then power off the 3ds and out your sd card in your computer. Then go to the gm9out folder and put the nand backup somewhere safe on your computer. (Not needed but highly recommended)
1)Go into Godemode 9 and go to sysnand ctrnand then rw then sys then press Y on local friend code seed. Then press B and go to private then press Y on movable sed. Then press B twice and go to SD card then press Y and then select copy paths. Then power off your 3ds.
2)Take your 3ds's sd card and put it in your computer and put the files on your desktop.
3)Then open movable sed in a hex editor (I recommend this one https://mh-nexus.de/en/downloads.php) Copy everything from 00000000/column 08 until row 00000110/column 07.
4)Then open local friend code seed B then press CTRL + A and paste the code from movable seed. ( it should be different)(If it is not that means you did a sysformat that changed your movable sed to be the same as local freind code seed b) (This can be fixed by trying to install old nand backups and see if you get a movable seed that is diffrent to your local freind code seed b)
5)Take the edited friend code seed B and put it on the root of your sd card and put your sd card back into your 3ds.
6) Go into Godmode9 then sysnand ctrnand then rw then sys then press Y to paste. Then choose move paths then unlock sysnand writing then press overwrite the files and unlock sysnand writing again. Then press B twice and then press Start to reboot.

1)Then download a public local friend code seed B ( Not just you are using this),You can get one by googling that iso (replace the that with something else) then picking the link that is from that iso site then go to Nintendo 3ds homebrews then public local friend code seed b then page 12 and look for the comment by zhakien then go to the mega link and download it.(Please do the lower chances of getting banned section below)
2)Then place the local friend code seed 9 on the root of your sd card. After it is done copying eject the sd card and put it back into your 3ds.
3)Go into Godmode9 and go to SD card then press Y on local friend code seed B. Then press B then go to sysnand ctrnand then rw then sys and press Y and choose move paths. Then unlock sysnand writing then choose overwrite files then unlock sysnand writing again.

How to lower chances of getting banned:
From 3ds.guide:
1)"Go to System Settings, then “Internet Settings”, then “SpotPass”, then “Sending of System Information”
2)Disable the “Sending of System Information” option
3)Exit the System Settings
4)Go to your Friend’s List (the Face Icon in the top row of your Home Menu)
(If you receive an error and are kicked out of the menu, the Friend’s List setting is already disabled)
5)Go to the Friend’s List settings, then “Friend Notification Settings”, then “Show friends what you’re playing”
6)Disable the “Show friends what you’re playing” option
7)Exit your Friend’s List"
You do not need to do the regaining eshop access if you got the cfw ban(The most recent ban)

Then change the first zero to a one and press A to change then A again and unlock sysnand writing. Then press B intill you are back to the main menu.
2) Press start to reboot.

Can I relink a new nnid?
yes if you have the cfw ban but no if you have the pokemon ban.
Will I loose my eshop purchases?
Yes if you have the pokemon ban but no if you have the cfw ban.
Can I do this with emunand?
Yes but take everything that says sysnand as emunand.
Can I use miiverse?
No if you have the pokemon ban but yes if you have the cfw ban.
What happend to method 3?

What is the difference between the cfw ban and the pokemon ban?
The pokemon ban(ban for playing pokemon sun or pokemon moon early online) was issued in November and came in 2 error codes 002 that bans online play and 022 that bans eshop and nnid acess. The cfw ban(the reason for this ban is unknown) was a ban that was issued in may and has only one error code 002(ban for online play) this ban is easier to bypass due to it only being one error code and it can be fully bypassed unlike the pokemon ban.
