Homebrew Some..problems about things while I was away

So ehhm
I wasnt around 3ds modding scene for like 4 months, I got wii u and was too busy playing smash (:^))
I saw the acnl direct and wanted to download the update. (I have rxTools emunand set up, when 9.2 downgrade was possible)
So i have RX-E 11.0.0-33U with fbi 1.4.17 and title manager stuff..
I downloaded update CIA from that site, and it says it failed to download.
I dont know where to start so Im making a thread.
Also, is acnl's update data in the system settings - data management - extra data? It says only 1 block so I have bad feeling..
Plus, I cant use the homebrew launcher in the emunand menu.
It says http something, so I think i need help.

Everything about your current setup is OUTDATED. Holy wow.

-First, rxTools is dead and no longer being maintained.
-Second, FBI is now on version 2.4.2.
-Third, the best hax out there is arm9loaderhax, which you can set up by following this guide.
-Fourth, the new ACNL update will only work with Luma3DS and other updated CFWs, and not rxTools.
-Fifth, find another update CIA or use the eShop to download the update.
-Sixth, the ACNL update is found in System Settings -> Data Management -> Nintendo 3DS -> DLC Management.
-Seventh, how are you launching the Homebrew Launcher from emuNAND?

Oh greaat.
So about the seventh question, there was a download of cia version for homebrew launcher here if im correct.
But about everything else ill update some stuff and get back in everything. Thank you for help

The Homebrew Launcher should automatically download the payload that you need if you have an internet connection setup. If that doesn't work, go to smealum's website, find the "Otherapp/ropbin payloads", enter your current firmware version, then click either Download otherapp or Download ropbin, can't remember which. If otherapp doesn't work, try ropbin and vice versa.

Yeah, the guide has a section to migrate your rxtools stuff I believe
