ROM Hack Question about modding already installed games

Currently, we can only mod CIA games with dumping, extracting, modding, then...

• ...rebuilding and installing it.
• ...packing it as a RomFS for HANS.
• ...packing it as a LayeredFS Plugin for NTR.

What's stopping us from taking the installed files on the (micro)SD card and modding them without having to dump anything?
The RomFS has to exist somewhere on the (micro)SD, right?

You don't even pack anything for a layeredfs, you just put it in the SD card as it is structured in the romfs
In other words, this is a stupid question and should have been answered by doing research, sorry about that.

That's not the point.
What I'm saying is, why can't we take, for example, a modded MSBT, and just replace it with the one installed?

Ask anyone with extended knowledge of how things work and they'll tell you why that wouldn't work.
