Is it though? Having never owned a DSi and therefore never done a system transfer this is pure guesswork, but perhaps if one had a homebrew enabled DSi they could somehow use that to install the exploit to Fieldrunners then transfer to a 3DS?

the reason is that we need a 3ds dsiware fieldrunners

err.... Because it's just DSiware, there's no such thing as 3DSiware. The 3DS can natively run DSiware games.

Problem is, DSiWare saves don't transfer if going from DSi -> 3DS :\

DSiWare downgrade or hardmod downgrade, that's it.
There may be a way soon with just a DSiWare game and no second console so you can buy Fieldrunners in anticipation.

You can get someone else to do it for you or you could sell your current 2ds and buy a new one.

A second 3DS with CFW, not just Homebrew. Fieldrunners is no longer on the eShop, you'll have to buy Legends of Exidia instead.

If you're on 11.0+ you'll need to downgrade to install a legit CIA.

When I try to open up FBI all it says it "Failed to acquire kernel access"

That's because you need kernel access, which only CFW can provide. Therefore, you need to downgrade and install CFW.
