Hacking 3ds game doesn't show up after selecting it through gateway

I recently got my gateway running on my old 3ds using homebrew and time machine to downgrade my system but now whenever I enter gateway mode and select a game using the "select" button, the game slot is empty and doesn't show up even after waiting 10+ minutes. Also, whenever I click on settings or any other app, the 3ds doesn't respond and stays on the menu (the sound still works). I'm not sure what to do and I've searched around and couldn't find an answer to this. I've checked the micro sd on the red card with h2test and even re-formatted it but it still doesn't show up on the menu.

Do you have a NAND backup? Something seems to be wrong with your NAND.

Unfortunately the NAND backup is from after time machine. Originally I was at version 10.3.0-28U and used OOThax with powersaves to downgrade to 2.1 which allowed me to use gateway. I tried installing luma3ds and arm9loaderhax but I can't access the internet browser to install it. I can't even enter system settings to check what version I am currently on, nor can I boot classic mode through the gateway menu.
