Homebrew Help with Updating A9LH (black screen)

I am saying that i simply do not have the hs.app (quite literally unless icon name changed). Do you know a way to get it back/.?
If you've actually removed Health & Safety from your system, and you're running luma or other cfw, you can go into system settings and select update (even from 11.1 to 11.1) and it will replace any missing system apps you don't have installed.
 
I have a 3DSXL and I used the plailec A(LH update guide for Nov 3 2016. I followe dthe guide and press select to update my A9LH and it said successful and press a button to shutdown. When I insert my SDcard again after I deleted the a9lh folder and the down_safea9lhinstaller.bin file I only get a blue light on my 3DSXL and orange light.

here is what I tried so far:

1. verified the arm9loaderhax.bin is in the rood of my SDCard
2. used the test payload but it still do not boot
3. Took out the SDcard and boot without it
4. Press SELECT on bootup with SDCARD in and out
5. Press START on bootup with SDCARD in and out
6. Delete /luma/config.bin from your SD card
7. Tried to get into Safe mode with these key combos but cannot get in
  1. Power off your 3DS by holding down the power button.
  2. Hold L+R+A+Up.
  3. Power on the 3DS.
Any help is greatly appreciated.

Do you have a NAND backup? A hardmod may be your only solution. That sounds a lot like a hard brick from OTPless install going awry. You might try one of the threads on that to ask if anyone has ideas for you to try.

I think it's hard bricked since the recovery mode doesn't work. I do have multiple copies of my NAND, is there a service to hard mod itt?
