Get it hardmodded or hunt down a old 3ds with 10.7 and downgrade that. I think the only game for dsiware downgrade for japan consoles is off the eshop so your out of luck

I edited as i was wrong about the dsiware part. In japan (which is your 3ds region) the game needed to dsiware downgrade was taken off the eshop. The game was never a cartridge so it wouldn't work. You would have to hunt down a 3ds with 10.7 then follow this guide if you want to hack it https://github.com/Plailect/Guide/wiki
