everytime I try to connect to play online, I have to accept the ToS, which is fine, but when I hit accept, it kicks me out, saying in order to play online I have to accept the ToS. And yes I am hitting the accept button. So i'm pretty stumped.

Have you tried not accepting it? Maybe Nintendo accidentally switched the buttons w/o changing the text?

He never said it was OoR or even a CIA, but hey, maybe this is what he needs.

I found a solution: When using out of region games, things are a bit weird on the system. What you need to do is download config.cia/config.usc from the devkit3ds tools. If using config.cia, then install it and change EULA settings to max(ff:ff). If using config.usc, change the file extension to .3ds, open it with GW, and change EULA settings to max(ff:ff). I am not sure if I am allowed to post these files. If I am, please tell me, and I will upload these files.
