2. Yep if you're using Luma, it has region free by default. However download play can have issues.

what is encTitleKeys.bin?

A file that contains every encrypted title key shared so far in the community. You need to get it so freeShop works.

These keys allow the app to "find" the app in the Nintendo servers. Can't share it here, you need to find it by yourself on that title key site.
