My VHBL won't install homebrews? I just got VHBL and successfully transferred a snes emulator to the vita but when I try to install it on vhbl the file is says "9 remaining files" and makes a constant clicking sound??

Never mind i fixed it. the file as supposed to be INSTALL.zip.... I had it as INSTALL.ZIP

im on 3.18 and im having a problem with the mail exploit. everytime when i try to sign in on my new email on my vita, it says that this email can not send or receive email. Is there a way to fix that?

I'm on 3.55, trying to use the shared account method to install PSP homebrew on it, when I use Vita Update Blocker, the program says that it has successfully spoofed the latest FW, but on the PSVita, the notification to update still is there.
Any help?

Are you trying to connect to PSN? You won't be able to connect to PSN without updating to latest FW; period. (tl;dr, PSN connections always trigger update nags)
Vita Update Blocker is mainly used only for Content Manager Assistant, but I have known some users to also claim that it allows you to connect to PSN within the first few weeks of a new update. But I think that's only if you're on the firmware before the new firmware.

I'm using the 3.60 version, can I still change my region? And if I do, does that mean I can use the US store even if my PSN is EU? Or maybe transfer a game from my PS3 to my Vita using an US account on the PS3?

Or, as example, download some Paid/PLUS games from American Account and play in a different account, European.

If you arent running any hack like TN or ARK or rejuvinate, you can update the vita to the latest (3.60) fw and use it to install HENkaku.
If you already have an exploit, then read about the pros and cons of updating before you update

I used the mail exploit in this thread, i have 3.5.2 if i update to 3.6 can i still install tn-v using this method?

No. TN-V doesn't work on 3.60.

So I've got ISO's on my 3.55 vita. I'm on the fence about upgrading to 3.60 and not having access to the ISO's anymore, but I feel like if i dont upgrade, HENKaku is gonna be way more worth it in the future and I'm gonna lose my chance once 3.60> comes out..
