I have the homebrew NASA title manager (1.6) installed on my Old 3DS which is on version 10.7.0. I put signed legitimate .cia files in the root of my SD card and imported them using NASA, but when I checked for the games in the regular menu they weren't there.

So my issue is that NASA won't install my .cia games (I think).

That's because the CIAs did not match your region. you must boot the games via Hans to play them

Yeah since your cias are region freed or not bundled with the system at all they are no longer legit.
You MUST install legit cias or downgrade

Those are not legit CIAs, and thus they won't work unless you use CFW or patch signature checks. Legit CIAs are ones that are dumped from a console that is bundled with a game. If you look on That ISO Site you will find several postings for legit CIAs, most of which contain every single legit CIA that currently exists (which isn't a whole lot, and varies by region)
As far as I know only pokemon games come region free as a legit CIA, the rest are region locked, meaning if it says region-free and it isn't pokemon it is guaranteed to not be legit.

Edit: Clarification, only that game bundled with the console can be dumped as a legit CIA. So basically if it came bundled with a console there exists a legit CIA for it if it was dumped by someone.
